Summary

RuoYi-Vue-Plus through 6.0.0 contains an authorization bypass vulnerability in SysUserServiceImpl.selectUserListByDept that allows authenticated users to read users of other departments. Users holding system:user:list under a department-restricted role can request GET /system/user/list/dept/{deptId} with any department id to obtain usernames, nicknames, account status, last login IP and time, and remarks.

Risk Assessment

An authenticated low-privileged user can access personal and account data of users outside their department, violating least privilege and potentially enabling social engineering or account takeover.

Recommendation

Upgrade RuoYi-Vue-Plus beyond 6.0.0; until then, restrict access to the /system/user/list/dept/{deptId} endpoint and verify that department-level access control is enforced server-side.
